
STAIRs stands for the Social Tenants Access to Information Requirement scheme. It aims to improve transparency by giving social housing tenants, such as Leeds Federated customers, better access to information about their housing provider.

We publish details about our spending, grants and use of service charge revenue in our financial statements.

- Tenant Satisfaction Measures (TSMs): In 2024, the Regulator of Social Housing (RSH) introduced a system to assess how well all social housing landlords in England provide good-quality homes and services; landlords like us have to report on this. Our Tenant Satisfaction Measures are available on our ‘performance’ page, which includes the following information about how well we:
- maintain overall customer satisfaction
- keep customer homes in good repair
- maintain building safety
- provide respectful and helpful engagement
- handle complaints
- manage neighbourhoods
- manage anti-social behaviour

We share information about our housing services across the website, including:

- Stock Profile – the detail and transfers (details of any asset transfer whether purchase or sale in the last 12 months and any anticipated assets transfers within the next 12 month period) are available in Note 6 of our Financial Statments. These can be found on the ‘financial statements’ section of the website (for 2025-26 see page 46).
- Stock Condition Surveys – to help us keep your home up to standard, we carry out a Home Condition Survey every 5 years – this is sometimes known as a Stock Condition Survey.

Information held in registers required by law
- Our TSM business measures show the proportion of our homes where all required safety checks have been completed
- We have a legal responsibility to carry out certain important safety checks to ensure the home or building you live in remains safe
- We carry out gas safety inspections at your home every year to check that any gas heating and hot water appliances, fittings and flues owned by us are safe
- We inspect and test your electrical installations and any electrical appliances owned by Leeds Federated, every four to five years
- Asbestos must be handled with care as it can pose serious health risks if disturbed. Find out what to do if you think there may be asbestos in your home
- Our Water Hygiene checks ensure we manage our water systems to help reduce the risk from legionella and other bacteria

We’ll regularly review the information published here to ensure it remains accurate and up to date.
If you’re not satisfied with the information provided
If you think we haven’t published information that we hold and that it should be included in our STAIRs Publication Scheme, you can ask us to review this.
We’ll review your complaint within 30 calendar days. In certain circumstances, additional time may be added. If you’re unhappy with our review outcome, you can then escalate this directly to the Housing Ombudsman.
Information requests
From April 2027, you will have a legal right to ask us for information about how we manage your home and the services we provide. This new right is designed to make our services more transparent and easier to understand.
We’re currently developing our process for responding to STAIRs requests. We will provide further information on how you can make a request from April 2027 in due course.
