You should also get in touch with your energy supplier if you’re struggling to pay energy bills. Suppliers have a range of payment options to help you get back on track including:
- full payment plan reviews
- affordable debt repayment plans
- allowing you more time to pay
- hardship funds and grants
If you get benefits, you can ask for deductions from your benefits to pay debts and bills.

The Energy Saving Trust offer useful tips to help you save on your home and energy bills.
Groundwork runs a free, impartial energy advice service called the Green Doctor, which can help you save energy in your home, reduce your bills, and access other services.
We’re registered with HACT‘s Fuel Fund, which aims to support customers in managing rising energy costs by providing vouchers for fuel expenses.
HACT (Housing Associations’ Charitable Trust), is an organisation dedicated to driving positive change within the UK’s social housing sector. They work with housing associations and other stakeholders to develop and deliver solutions that enhance the lives of customers.
In this instance, HACT is managing the distribution of Fuel Funding Vouchers, ensuring that our eligible customers receive the financial support they need.
Eligibility and Referral Process
If you have a prepayment meter, are struggling with fuel costs and/or are at risk of disconnection, you’re eligible to receive these vouchers. Customers cannot apply directly and instead our colleagues refer customers who may benefit from the vouchers.
When a colleague refers a customer, our Money Matters team contacts the customer to carry out an assessment and then sends an application to HACT. Once approved, our Money Matters team will send the vouchers directly to the customer.
Each customer is entitled to receive up to six £49 vouchers to help cover their fuel costs over the twelve-month duration of the fuel fund, which is coming to an end in December 2025. These vouchers can be redeemed exclusively through PayPoint.
Purpose of the Vouchers
By registering for this fund, we aim to provide financial relief, helping our customers manage their household budgets more effectively.
Unfortunately, customers of some energy providers are not eligible for this scheme including:
- Scottish Power customers who have smart prepayment meters (and top up online or via an app). Scottish Power customers who use traditional meters and top up in store can redeem PayPoint vouchers and are eligible for support.
- British Gas customers. If you’re facing financial difficulties with British Gas pre-payment energy, you should contact your local council for help or local Citizens Advice.
Care and Repair Leeds offer a Home Plus Scheme which is for anyone in Leeds who:
- could be at serious risk of falling
- is struggling to heat their home or to pay heating bills
- needs help with repairs that may cause a hazard in their home
- needs information and advice to maintain independence
The service includes the installation of small energy-saving measures, as well as advice and information.
Money Helper provide free guidance, tools and tips to help you reduce your household bills and get more support.
Scope offers free advice for disabled people and their families around energy and water costs.
If you’re struggling to pay your water bill, there are immediate, short term and longer term schemes you can apply for.
You can also get various welfare benefits to help with the cost of living and household expenses.
